Another vote for Baltimore!
We have not only many pizza shops, bakeries, restaurants, and TWO grocery stores, many schools to choose from, a plethora of shuls, shiurim and frum businesses and organizations, we also have really nice friendly people! Houses are definitely under 400k but on the rise, so the earlier you visit the better.
And the cicadas won't be back for another 16 years, so you're good till then.

Cleveland Heights, no it’s growing rapidly and hard to find housing in the frum areas

Not sure where the poster got her info.
I currently live in south Florida and not only can’t you find anything in that price range in these neighborhoods, it is nearly impossible to find ANYTHING in these neighborhoods.
So sorry to sound pessimistic here.

In Hollywood you can find for 400.
