Any recomendations for good strollers under $400?

what im looking for.
- works for a todler and a newborn.
- more lightweight
- GOOD WHEELS!!!! (we live in a place with HORRIBLE streets barely paved...)
- good quality in general.

The mountain buggy duo is a little more than that but great.

Zoe twin is also great and in your price range. Look into that.

Britax double-think it was called the b-lively double but not sure. My friend had it and was really happy. It's almost the same as the city mini double but a lot cheaper and had an adjustable handle and bigger wheels. I have it in single and really happy with it. Folds really easier, no heavier than most other strollers.
Mountain buggy duet is about double that money wise but is also much heavier.

I am also looking for a double. I've been super unhappy with my Britax b single I would never consider the double. Really poor construction design
