I left a bag if individual wrapped frozen tilapia on my counter overnight by accident and put in fridge when I saw it in morning. Safe to use??

No. Fish spoils really quickly it’s not worth it

I would if its still felt cool. If it was frozen then it took some time to defrost ....
Also smell it. If it has no smell or a super mild one its good once it smells fishy I wouldn't use it.

Never depend on smell. Things can spoil and have no smell.
