OP posted that she's going to LA. I don't know LA specifically, but California in general has some of the most restrictive Covid policies of any state. If you're vaccinated you should be fine, though definitely bring proof. You might get more responses if you change the subject to "Current Covid rules in LA" or something like that. It's also a little early on the West coast, so hopefully some of the posters there will chime in a little later.

You need proof of vaccination to enter any indoor place including restaurants, museums and and malls.
You can enter a grocery store but masks are required.

Outdoor venues also requires proof of vaccination. They check your vaccination card as well as IDs.
Malls, restaurants, libraries require vaccination cards and IDs
Markets, target, walmart, banks... require masks

Unless they are breaking the law?
What a terrible question to ask - why would you have an expectation that Jewish businesses would not comply with the law?

Yes, kosher restaurants have to follow the same laws.

Also you should check with your hosts because banquet halls require proof of vaccination for anyone entering.
If they are using a catering facility in Los Angeles, you would need to be vaccinated in order to attend.
