What would you say is the normal current salary for an experienced part time assistant/secretary in a professional field (healthcare, real estate, etc)?

My SIL, a high school graduate, with barely any computer skills, started a job last year for $24/hour. And she doesn't even work full time.
You can ask for a lot.
