I want to make a cupcake that looks like an ice cream for mishloach manos iyh. It cant have cream since it will get mushy in the bag( putting the cupcake into a small hard basball helmet if that helps). Any ideas would really be appreciated!!

I'm picturing an upside down cone with some random ball cookie or something ontop so the ice cream is backwards and kind of "dripping" onto the cupcake. You can make the icing on the cupcake sort of be the drips

Bake them in the ice cream cones (the kind that are flat on the bottom) , that way the frosting doesn't have to be as high to look like an ice cream.

Make cupcakes in flat bottommed ice cream cones. Dip in/ spread with icing. Sprinkles. cherry candy on top. They come out adorable.

I want to make something hard that resembles whip. What can I use? A glob of royal icing?

That would be too mushy. You could cover the cake in fondant.

Btw my mom did this all the time when I was a kid, baked cake into mini waffle cones with sprinkles on top.

You can coat in hard chocolate but then you have to keep refrigerated.

Or you can get covers.

Btw if you decide to do some sort of whip you can mix half with a little cocoa to make it look like chocolate.

How about a cookie in the shape of an ice cream cone? I just bought cookie cutters like this on amazon.

Made something really cute at the end- used my cake pop maker and made one “scoop” pink with sprinkles and the other green with mini chocolate chips. Then decorated them.
