The only heavy cream I have is in my freezer from a really long time ago ( over a year!). Can I make it without heavy cream? I have red milk and cream cheese in my house...no butter though.

I once boiled red milk for a long time to concentrate it for the vodka sauce and used it instead of cream

I make it all the time with milk instead of cream. You can use a little flour to thicken it up.

If it was in the freezer it should be fine. Better for this than for a recipe that needs the cream whipped to stiff peaks.

I don't know about penne à la vodka, but I think you could use Sauce Béchamel:
heat up a bit of butter
add 1-2 tablespoon of flour
slowly add in milk, while stirring, bring to boil, reduce heat to minimum, let reduce while stirring from time to time and add vodka somewhere along the road.
