First time snow tubing.
Do they need snow pants? Or is leggings under skirt ok?

Depends on how cold it is. Wet leggings will offer little to no warmth on a cold day

My boys go in regular pants. I would say that's the same as leggings.
But depends where. If you're in Canada (or any states close), it might be much colder than then states.

If you don't have snow pants at least do thick sweatpants under their skirts (and maybe leggings too for warmth).

I just did snow tubing for my first time in Denver (was a blast!!) and wore leggings under my skirt. It was perfect. My toes were cold, not my legs.

Snow pants aren’t a must but layers are a must. Wear tights and leggings and maybe sweatpants or if not then second pair of leggings. Layers will help keep warmth in and moisture out. (Though there shouldn’t be too much getting wet, really.) If you have water proof pants then that’s great but if not, you don’t need to purchase just for this.

I got my girls snow pants. But it was in upstate NY, next to Lake George and it was freeeeezing. I wasn't gonna take chances in single digit weather.

Some type of pants. Sweatpants are fine.
Layer.
Tights.
Thick socks
Sweat pants

Do you mind sharing where this is? Do the kids need experience to be able to go? Can a 4 year old go?

No experience
There are height restrictions.
Personally I would not take a 4 yr old. It is cold snd scary.
(One spouse goes with older kids and someone stays inside with younger. The place we went let dh snd I take turns with the tag so switched off).

Thursday where I am on NJ will be 31-32 degrees. If you don't have snow pants, I'd borrow or use sweats on top of the leggings. Boys pants are thicker than leggings and more repellent of snow.

I went in nj last year. It’s absolutely freezing there. You will be standing on snow even if you don’t plan on going in a tube. My toes were numb. Even my kids wearing boots were crying from numb toes. They will be sitting in a wet snowy tube and they will definitely get wet and cold. Luckily I brought a change of clothing for everyone. They will need it.

It would be a good idea indeed, because the snow is wet. Snow pants protect against cold and humidity.
if they have rain pants you could use them with warm, woolen or thermo stockings or leggings under it. Cotton leggings are not enough...
And warm and waterproofed boots and gloves
