There are parks with visitor centers that you can go to free. Otherwise this site has some ideas. Most things do cost unfortunately https://www.visitpittsburgh.com/

The incline isn't free but it's low cost--it's "bus fare" it takes you up the mountain with it's incredible view. You CAN drive up the mountain and get the view for free as well.

There are definitely more low-cost when it's not freezing/winter.

The National Aviary is in Pittsburgh.

The Aquarium is part of the Zoo.

Depending on when you go there's a nice ice skating rink in Downtown at PPG Skating rink:
The standard admission to skate is $11, plus a $5 rental fee if you don't have your own skates. However, discounts are available for kids up to age 12, adults over 50, and military members. There are also weekly events for even more savings, such as Tuesday Family Nights and Wednesday Student Nights.

Pittsburgh's Carnegie History Museum is also nice and a bit cheaper than the Science Center.

Pittsburgh has been a bit Covid nuts and many indoor places require buying tickets well in advance.

Another really interesting thing if your kids like history is the University of Pittsburgh's Nationality Rooms. https://www.nationalityrooms.pitt.edu/tours
