Can someone tell me if this movie is appropriate for a 12 year old? As how much bad language, romance and violence?

I think too spooky. I usually check out the below website and add 2 years from what it says.

I'm less worried about spooky and more the romance elements. There's the whole yule ball and it's all about the first awakening of romance between different characters. I'm not sure if there was a kissing scene or not.
I don't know what else you let him watch as to whether it will be too scary.

I think if you let them read the book, they can watch the movie. My dds (15 & 11) read the book a few years ago (this is the last book in the series that I let them read) and have watched the movie. There is dancing and some awkwardness about getting dates for the ball but I don’t recall any kissing.

For a 12 year old, yes, I think it's fine.

There is a ball but no kissing, etc...
I think it's fine. It's after the 4th where it can be more inappropriate.

I think it totally depends on how sheltered your kids are. In my opinion all the Harry Potter movies are pretty tame. The first few are fine even for kids, like over age 7 or 8. The rest of them I'd say a mature 12 year old, definitely age 13+ they're fine.

For reference we are JPF/modern yeshivish and my 12 year old watches stuff like star wars. But if all your kid has ever seen is Uncle Moishy it might be too intense
