Anyone can go -it's on a list of mikvaos that BMG Poskim give out.
In the past there was a number to call for Motzei Shabbos when there are no appointments and then Friday night mikvaos open. I am trying to find out if those numbers still work and they made the arrangements for this summer. nothing set up yet, hope to have it in place for next week.

Summer 2022: For Motzai Shabbos and Motzai Yom Tov during the summer months,
when appointments at the main mikvaos run very late, some Friday night mikvaos are open,
to hear a recording of those that may be open call 848 261 8118.
