Food stamps balance- no. It's meant for food purchases.
But if there is a cash balance - yes. Any atm.
They're both on the same card and the cash balance is called exactly that.
If you're getting food stamps, sometimes they give cash randomly. Like $45 for heap once a year.

Food stamps are meant for Food purchases. It is illegal to buy items with food stamps to resell. There was a whole investigation years back where individuals were buying massive quantities of foods like rice and shipping overseas to their families. I think some went to jail.
You cannot sell your food stamps and you cannot buy items to resell.
