My kids were on scooters after the rain and they got these back dots all over and not coming out in wash. they said it spritzed from scooter itself and not a puddle. Anyone?

Two things I have found that make spots after the wash. Bubbles and grease. It makes sense that the scooter couldve spritzed grease from the wheels in the rain.

You can buy it in Walmart. I think its spelled Zout.
I would try lestoil stain remover for what you are describing.
