DD ran into the street even with an iron grip in her hand.
Baruch HaShem the street was empty by a nes, because cars usually fly down that particular street when there are children playing outside.
My DD can unstrap herself from the carriage.
FOR THE OCCASION THAT WE HAVE NO CHOICE BUT TO BE OUTSIDE EG QUICK RUN TO THE GROCERY, APPOINTMENTS, BABYSITTER, ETC

A leash? I know there are parents who use them if the child is going to be unsafe if not.

We loved our backpack leash for that stage. There are also things to stop kids from unbuckling the stroller.

When it happens, try to go back home immediately.
Calmly model the consequence.
The next time you need to leave. You cam narrate that you can't go outside because you don't feel she is being safe.
Practice going outside at NON urgent times, and praise and model good behavior.

Leashes are your best friend. Don’t get the wrist kind. Get the five point harness ones.

Take her to edge of sidewalk and say in a strict voice no, boo boo,car , ow and give her a small slap on the wrist. You’ll scare her off.

Most toddlers can understand a proper sentence.

Seriously. They might not say proper sentences but they sure as heck are aware of whether an adult is speaking properly or speaking like a baby.
When you talk using baby words and sentence structure you're making it harder, not easier, to be understood. It's not part of a baby's underlying language. It's just the way they talk for now. Very different.

Yes! They understand language they just can’t speak it like we do. Two different skill sets.
