My phone is full and I've managed to transfer a few photos to my laptop but now there is a problem with my phone and I'm not able to transfer any more.
I was wondering whether there is somewhere I could upload them from my phone then download them to my laptop.

There are all kinds of online storage options in the "cloud" - It would depend on what phone you use in terms of ease of use.
I have an iPhone so everything is stored on iCloud as part of the operating system and I can access it on any device. I can also use Apple Airdrop to send through Wifi to any Apple device I am near.
As a short term measure you can send photos to yourself via email or even text although it can be tedious since generally you are limited to a certain size of attachments which is easily exceeded with photos.
As a general PSA you are making a serious mistake if you are not backing up your phone frequently - especially photos on a phone since phones are easily lost, stolen or broken and then you lose everything on the phone. I back up everything automatically as part of the settings on my iPhone, iPad and computer.
Also when you get a new phone or computer having a backup makes it much easier to set up since you just transfer all the data on the backup to the new device and you have everything from your old phone - messages, contacts, Apps (including settings), emails etc.
