Floor instead of carpet with a big rug to make it cozy.

Depends on how much room you have.

I like a storage closet that can be locked to keep littles from dumping out all the toys at once -
although I do allow a few sets at a time as they are used together.

A child sized table and chairs or picnic table is nice if you have room - for kids to color and
build out of reach of baby.

A couch is nice if you have room.

A Big bulletin board for displaying art.

A big white board on the wall for drawing.

These are all great!
I would add
- shallow shelves somewhere for books, but not low down that a baby can pull them all off the shelves
- some sort of seating for older child/adult if a couch isn't possible
- large open area for building and playing

I don’t know how much space you have, but we have a rock climbing wall and some swings suspended from our ceiling, as well as a reading nook, and an arts and crafts corner. Large closets are great, too, for organizational purposes.

Agree to all of these. The white board you might want to think through, because some kids will see that as permission to color everywhere.

Also decorate the room to make kids want to play there. I see what a difference it makes. Dont make it a room that adults will want to hang in, make it with children in mind. Add fun colors, but not too busy. Don't leave too many big objects out, because it will feel cluttered.

In regards to toys, less is more. I'm struggling with this and I'm really trying to get rid of more toys. I also don't buy many bulky toys, I try to focus on open ended sets that can be containerized.

This is everything I would suggest.

In addition to the floor + easily replaceable rug.

Also, if it's in the basement, lots of white lighting.

Blackboard wall is amazing, as well as kiddie table and chairs with crafts!

Add bean bags, cozy armchairs or a couch.

Keep it kid friendly and cheerful!

No carpet OR rugs, you don't wanna find the tiny lego pieces in there, trust me - it hurts!

Does the rock climbing wall get used?

Whatever you do do not make your playroom in the basement or upstairs. Next to the kitchen is preferable if you want your kids to play in it.

Have you looked into indoor gyms? Ours is from fitnesskids. We have added bits over time. It is tension mounted so no damage to the floor, walls, or ceiling and it can be moved. If someone can tell me how to upload a pic I will show you our set up.

I've never seen this but I found it hysterical to see images of what my kids do (without a specialty item). They use the couch cushions and decorative pillows, blankets from their beds and an extra mattress we have. I sometimes wonder why I even have toys!

Depends on the kid and the general layout of the house. I've seen plenty downstairs playroom use. And plenty near-the-kitchen playrooms not in use because the kid sticks to the mother IN the kitchen.
