Vinyl-transfer tape-help a beginner understand!!

Can anyone who is familiar with vinyl help a newbie out? I have never yet worked with it myself-I've just been watching videos to educate myself first and something here got me so confused.

If you watch the link below...this crafter is showing a tip to make layering vinyl easier. The whole time he is using transfer tape to lift a vinyl segment, then adds it on top of a previous vinyl layer, and burnishes it. He does this repeatedly.
Ok, great, makes sense to me.

Then at the 11:05 mark, his layering is complete and he takes the transfer tape, uses the squeegee and lifts the entire vinyl decal with all the layers together, onto the transfer tape, ready to be burnished to his final project.

And now I am totally stumped. Am I missing something? How did the transfer tape "know" not to lift the whole project all those earlier times when he was burnishing layer by layer on to it? When he was adding one of his many layers and using the squeegee, why did the whole vinyl project with all his layers not lift onto the transfer tape? How was he able to just transfer different vinyl items down, without lifting the project off, and then once he was all done, the vinyl lifted the whole project off?

Am I being really dumb and not getting something here??

Use the transfer tape to take a layer/color then stick a piece of parchment almost till end of piece and stick it in right place. You can then remove parchment paper and stick the rest on.
Transfer tape is easily removed from decal to use for next colour
When you want to stick on the complete decal turn the project over and remove the backing of bottom piece and voila you can transfer to item you want to stick on

Maybe I need to try it myself to really get it, just still not understanding why the entire vinyl project didnt lift off with the transfer tape every time he added a new piece. And then all of a sudden it did at the end
