Why still celebrate rosh chodesh?

Every year I have the question, why do we still bench rosh chodesh Av, sing hallel on rosh chodesh av and everything while we will go into the 9 days and being in mourn... Why the celebration still? Is not better to postpone it to after tisha b'av?

Probably because Rosh Chodesh is a doresa and Tisha Bav is a drabbanon. Aside from Hallel and Mussaf, we don't do much. No meat, no music.

How can you postpone a new month?

Men don't normally say Kiddush Levana until after Tisha b'Av, because that is a more celebratory event which can be done any time until the middle of the month.

Musaf is instead of the korban Mussaf that was offered in the Beit HaMikdash.

Thinking about it, I don't really know how Birkat HaChodesh developed, but there is nothing wrong with davening for a good month. Even with the mourning at the beginning, there is still more than half the month left. And perhaps with the month being so strongly associated with mourning, it is even more important to daven for חיים, ברכה, פרנסה, and all the rest of it.

A few years ago a close relative passed away a day or two before Chanuka.
We spent the entire Chanuka saying lighting Chanuka licht, singing haneros hallalu, saying hallel in a Shiva house.
Our Rav commented that that's the irony and the endurance of the Jewish People. To be able to sing praise and cry at the same time.
Even on Tisha Bav, we don't say tachanun because while it's the saddest day on the calendar, it also has the potential to be the happiest day on the calendar.

Great question- just a thought. Rosh Chodesh Av happens to also be the yartzeit of Aharon Hakohen. This is actually the only yartzeit spelled out explicitly in the Torah. We all know that Aharon was the Oheiv Shalom and Rodef Shalom. We also know that the Churban happened because of Sinas Chinam, which is obviously the opposite of what Aharon stood for. So maybe we davka honor the day Aharon Hakohen was niftar to celebrate his life and what he stood for, which is Ahavas Yisroel and Ahavas Chinam. And with that we are rectifying the cause of the Churban and is a step and actually rebuilding the Beis Hamikdash and having the days of mourning turned into days of joy and celebration.

Also, we are taught to minimize/lessen our joy in Av, not to have no joy at all- misma'atim b'simcha. We are still permitted to experience joy- you are even allowed to get engaged on Tisha b'Av itself.
