What's the difference between graphic design and web design on a daily/jobly basis?
Is it something that could be done as a side/few hours a week?
Is there a demand of any sorts for it?

Graphic design is traditionally focused on print media (magazines, flyers, etc.) as well as digital pieces such as advertisements. Web design is traditionally focused on the creation, design and maintenance of websites.
While web design can be done as a side gig, I think it's more common for web designers to have full time jobs. Graphic designers have more opportunities for freelance work, though in today's world, since the advent of drag and drop website builders, many freelance graphic designers also promote their ability to create websites for their clients. You'll find that many clients have the expectation that their designers have the ability to do everything from print pieces, to promotional ads, to building websites.
There is absolutely high demand for web design, and it only grows as more and more business require a web based presence. However, the market is very saturated and it can be difficult to stand out without a stellar portfolio of work and hustling skills. Making connections on platforms such as LinkedIn is essential to build a network of clients if you intend to make it a side gig.

Is the actual design different in anyway then regular graphics? As in you use the same programs techniques...?

Yes and no. Many web designers start their website mockups using Photoshop or Illustrator, which are programs heavily used by graphic designers as well. But you'll also find web designers using completely different programs, such as Wordpress, UXpin, Dreamweaver, Canva, Sketch, Balsamiq, and others. This is because web designers are focused on different things, such as user experience, the flow of content, multi-device layout, etc., whereas traditional graphic designers are focused mainly on static content, such as image and word layout.
