if my kids behave way better with EITHER me or my husband but not with both of us at the same time? Literally they listen, go to bed, generally are better behaved with EITHER me or him, but when we're all together it's a nightmare. We do parent kind of differently but I think that's pretty common.

Without knowing what differences you’re referring to, Maybe they can’t reconcile (or get confused) by the differences in your parenting when it’s simultaneous

They sound like normal kids. It's like having 2 teachers in the same classroom. Each of you should be focused on your task. I would let's say give baths and my husband read a story or vice versa. Or I'd take care of the baby him the older ones. So kids always know who they're listening to.
