I know of two ways to do something like this and they both require a lot of patience so maybe not ideal!

1) Get your sheitel head, use a 1 in. barrel curling iron (ideally) and separate out pieces of the exact same size. Then curl them all starting from the same distance from the crown in tight curls. Lightly spray with medium hold hairspray or dry texture spray then immediately brush out the curls you did. It has to be uniform in the curls.

2) Get a waver/crimper and use large pieces of hair that are uniformly thick. Use your sheitel head to make sure the back is uniform.

So: brush out tight curls or use a crimper/waver

I've done this style on my shoulder length wig.
You make a beach wave, but instead of putting the hair around the barrel a few times, you only put it around once.
