Proper provision and understanding of the needs of the gifted kids as well as the struggling ones. Why do they need to drop out before they get attention? why are they reaching their teens convinced that learning is one huge bore? why are the schools convinced that these kids are doing well? They may be getting good grades but they're shriveling up inside.
A proper system for dealing with twice exceptional kids. Just because a kid has a learning issue, it doesn't mean he needs a lower level. It means he needs to learn at his level differently.

A requirement for anyone teaching (morah, Rebbe) to have BASIC knowledge of education, not just their subject matter. Basic knowledge being a method of classroom management (Fred Jones style for instance), how to use a set induction, whole language learning, Maslow's hierarchy, Madeline Hunter's method, etc etc. ALL of this can be taught in a kosher way by Rebbeim for Rebbeim and by teachers for teachers. One day of classroom prep is NOT 2-3 weeks of continuing education where these concepts are reviewed year after year saving lots of time and energy in the classroom.
Why on earth can't a 6th grade Gemara class be taught using learning centers? Why can't a 7th grade Halacha class be taught using a game show method?
