idk about style but most people I know dont wear maxi in the winter when the ground is always wet/snow etc
The stores say most people buy short or midi in winter

It doesn’t snow and rain every day and I have no issue wearing maxi skirts in all weather. It’s in style and people will definitely be wearing it. Stores are selling it so no idea which stores told you that.

I think most people do go a little shorter in the winter. Ankle length or an inch or 2 higher rather than complete maxi.

It's more about the fabric than the length. Maxi skirts are usually very lightweight/cotton type fabric so those wouldn't work in the winter. Looks weird and doesn't go with a sweater or winter top, let alone thick tights.
However inthe past I've seen some corduroy material maxis so those are specifically made for winter. Though imo boots look better with shorter length skirts, so if I was wearing a winter maxi skirt I'd stick to regular shoes or ankle books at most. I usually do the same for midi skirts.
