I live in a a regular townhouse and just installed spotlights on my whole first floor. the guy put them all at 4000 lumens. is that too bright and should I have it switched to 3000? The box he gave me does not have an option for 3500 (which would have been perfect!) should I do 3k or 4k?

Are they in already?
If not, find out if he can put in dimmable ones
Eta that the answer to your question will depend on the size of the room and the number of spots.

I like 3500 but waa impossible to find bulbs in 3500 for my fixtures. Stick with 3000 or 4000
