I think my mother used to boil it in the bag, but I cut the bag open and cook it directly in the water for about 3 hours since I'm concerned about cooking in plastic.

People do but personally I would not. Food cooked in plastic at high temps can't be healthy. Do you by chance have an instant pot? I steam mine in there for an hour and it comes out soft like butter.

OH. That's so smart. I have my instant pot and I forget to use it for meat because it's small.. But I think the corned beef I have will fit.
Do you always do 1 hour for any size?
And you said steam - do you mean pressure cook? Or actual steam button instead.

Pressure cook, with the rack and a bit of water under it. There is a formula for how long per pound but I just keep sticking with one hour (and slow release) - and so far it's perfect every time. I even did 2 pastrami roasts one on top of the other once because I didn't want to have to do each separately and it still came out perfectly.
