Does anyone know anything about this hechsher? How reliable? (I know there will be different opinions on any hechsher...)
Which Rav gives the hechsher?

Are you sure thats the name of the hechsher? Rabbanut is one hechsher and mehadrin is another. And Gush Etzion is just the name of a place. Where did you see this?

The rabbanim behind the certification (both levels: regular and Mehadrin) are prominent, very well-respected rabbis in the DL sector.
Rav Vitman in particular is very influential in the field of kashrut. He was (might still be, I don't know..) the rabbi in charge of kashrut at Tnuva.
