I do know there are affordable luxury hotels and good kosher food there.
Personally, I would not feel comfortable going to Dubai, as it is pretty much a police state with surveillance cameras everywhere, and I find that disturbing.
Also, average temperatures are >100F (>40C) in July/Aug.

Another vote for Italy! Rome is fascinating, and can be combined with a few other city trips. It does get quite hot during the summer, but Israelis can probably handle it ;-)
Spain is also great. You can do Barcelone or go to the south. Andalusia is stunning and has a lot of Jewish places of interest. Cordoba, Granada, Sevilla are beautiful cities to visit. Marbella is a nice place to stay and has kosher restaurants. Malaga as well.
