DH wanted to open one here in the NL and it is really hard to do. The best is to ask someone you know and you trust in the USA to use there adresss and everything if u are not flying to the US to open one.

Yes but you need an American address for them to mail checks, debit cards, statements, etc.

To those who are suggesting Capital One, how do I go about it?
Do I also need a US phone number? Can I limit the amount of mail that is sent to the physical street address?

I have Capital One.
I needed an American phone number, and need access to the number many times.
The address was only the first time- for signing all the forms. And for getting credit cards. They don't send anything else.
I think their app won't work out of the US. And you can't deposit checks through the website.

Do you need some sort of proof that this is your address or it's enough to put down an American address and phone number?

No, just put down the address & phone number I was using.
After a while I told them I'm currently studying in Israel so they don't block my card so often- they're scared of fraud when it's used abroad so they would temporarily block it when I made big purchases.

I've opened Capitol One and Wise accounts. You need a US passport and a text number. Text Now is good as someone else suggested. Wise accounts are good as you can link them to a foreign credit card. If you want to use the app or Zelle you'll need a spare smart phone so you can set your location to the US on that phone otherwise you won't be able to download the app.

can not open a US bank without a social.
Did you ever reside in the USA and have a social?
if you do and open a bank, I suggest you file US taxes as well
