Presume you're from UK, not many other places have SR Flour!
SR flour is good in cakes. Do not add extra baking flour. Its either plain flour and baking powder OR SR flour. I would not use SR flour in biscuits.
Agree with others above, definitely preheat your oven! If you haven't got an alarm on ur oven, maybe you have a light when u turn on the oven that goes on and off randomly? Its not random, it goes off when the oven is at the correct temperature.
Weather does affect bakes.
Traditionally English recipes measure using scales, which does tend to give a more consistent result. I know most of the American cookbooks are in cups though.

Especially bread because the weather impacts flour most and bread is mainly flour.
