My dc didn't say a word in school when she was your dd's age. She's middle school age now and bh doing great!
I spoke to Mrs. Shaindel Cohen a few times and she guided me. Her progress was slow. Each year it became less and less of a problem and now she's fine.

When my dd started playgroup, she did not open her mouth the entire year! Her morah was very concerned about it and she would constantly try to get her to speak and would make a huge fuss if dd would make the slightest sound. She meant well but it was the biggest mistake.
When she started preschool, I had a long discussion with the morah to make sure she would handle the situation properly. She was very warm and gentle and did not make my daughter feel like her not speaking was at all an issue. I also had a carpool that year with one very sweet kid and slowly dd started to open up. She first started talking a bit during carpool and then in school. By the end of the year, she was one of the most popular kids in her class (and still is now bh at age 15).
This stems from anxiety, and the child needs to feel secure and relaxed in order to open up.

I had more than one kid like this. It took MONTHS but eventually they started talking and being themselves in school.
