What's the least expensive way to call Israel from the US?

ETA: the recipient doesn't have a smartphone so whatsapp isn't an option

Probably a WhatsApp call.

That's what we always use to call England.

If you want to call a specific person, they can get a free virtual number from Google voice on which they can call US and you can call them, all free, only works over wifi/data on their end (for you a regular call). You can also get a virtual Israeli number they can call you on, I think it's called mispar chofshi, maybe someone else can give you more info on how. You can't call with it but they can call you. If you don't use it for a while you lose the number, but it's free also.

If you need to call companies or people that don't have virtual numbers (can't do it for free on a kosher phone afaik, although they can of course pay for one), best bet is probably a calling card. My family in the US uses KeepCalling. You load up your account with some money and it gets used by the minute. Not very expensive, I think my family puts in like 15 dollars at a time and it lasts them a while. It has an app you can use or you call in and put in your codes and then the phone number you want to call.

I use it in Israel. You just need an American cell phone number to get a text to. I used my mother's number and she just told me the code that came through. It's connected to my email address. But that only works if it's a specific person. I also think a calling card is useful.
