Huh? Op had a very specific question: how to deal with a landlord who isn't providing heat.

If you have an opinion on how to deal with a landlord who IS providing heat, you are not answering OP's question.

OP said the landlord is NOT providing heat. It was pretty clear. Why do you need more details? Why do you need to argue with everyone about what might be happening in your own imagination or in the dozen hypotheticals you came up with? It's not a confusing question at all.

Sometimes a thread isn't about you or your particular issue, and that's okay. Move on.

OP, I agree that this person should document what's happening (pictures of thermometers in rooms) and either put in space heaters and deduct from rent or call 311 and see what assistance they can provide.

I still maintain that they should tell the landlord before calling the city. They will likely get the results they want quicker. No landlord wants to be reported.

Tell them you really don't want to get them in trouble, but if the heat doesn't go up to a comfortable temperature today you will have no choice, as it's a health hazard and you have a baby/young children in the house.

You're right, but we don't know if the landlords are providing legal temperature heating or no heating at all. OP is refusing to answer this question. Some apartments are just cold and drafty. Especially if the heat is set to 62 at night.

OP was asked several times if there's no heat at all or if there is heat and it's still cold. All she answered was that she can't say because she doesn't want to give details, and that her baby is sleeping with layers. If there'd be no heating at all, everyone in the house would have to sleep with layers. So we can't really know what's going on.

If there's no heat at all, and she's spoken to the landlords, then yes, she should call 311.
If there is heat and the apartment is still cold, she should check for and fix drafts and get some safe space heaters.
