Neitz I assume, unless you are asking when it’s acceptable to ring the bell (9:00) or expect people to be home and ready to return (11)

Technically neitz, but preferably after megillah. The שהחיונו bracha for megillah during the day covers the other mitzvot hayom.

One year I had to go a neitz minyan then hurry to work. I rushed around after megillah leaving little packages outside people's doors. I got a lot of phone call that day saying how nice it was to find them first thing in the morning.

That's fine if its a friendly gesture, but the mitzvah can only be fulfilled during the day.

you can't give the night before. I always give on my way out in the morning which is generally before 6 am. I just leave it on the door handle
