I can make some recommendations.
Does she want a full face of products, or just lipstick mascara etc?
What's her skin type (dry, oily, acne prone etc) and coloring?

Most makeup artists that also sell makeup, offer a service where they match your colors up for you and sell you the basics.
If you have any event (wedding) coming up, she can get makeup done and buy it at the same time.
If you’re not such a makeup person yourself, maybe have an older cousin take her to Sephora to help her find the right stuff.
Basic items to get would be:
Tinted moisturiser/foundation (TMoisturiser would be if she wants a more natural look and it feels lighter on the face, foundation has better coverage and lasts longer)
Bronzer
Blush
Highlighter
Eyeshadow
Eyeliner
Mascara
Lipstick
These all come in powders, creams and sticks- part of the fun is figuring out what works best for you

True, I am not a makeup person...so this is kind of foreign to me.
She is pretty light skinned, blondish red. I think she has normal to oily skin. not super acne prone, just typical teen pimples here and there.
Thank you amother for that list, doesn;t that sound like a lot of products for a newbie? Do most people use higlighter, bronzer, and blush at this age?
What is typical amount of products for a girl this age? her friends are starting to get makeup for shabbos, not for a simcha per se.

It's worth considering paying a makeup artist come to do her face and offer advice and suggestions as to what would work for her specific coloring. I wish my mom had done that for me as I was totally lost about wearing makeup.
It's also how to apply it, not just what colors.
Makeup around the eyes is fairly basic-so some mascara, eye shadow, eye liner if she is confident to apply and get straight. That's usually a good place to start.

When I started my mother took me to a makeup artist that sold makeup. She matched up the colors and showed me how to apply it. Afterwards I was able to buy it by her or I would look for it on Amazon. I bought the same for many years. Eventually I found others that I liked better and replaced. That was when I knew what I was doing already.

Mom of girls here. I always start them with mascara, lip gloss, maybe blush.
That’s it. I know how to show them their colors which helps them get started.
Only the mascara will stay on over Shabbos, for weekday get regular and for erev Shabbos waterproof.

The basics are eyeliner, mascara, base, blush, lipliner, and lipstick.

Weekdays:
Eyeliner, mascara, lipgloss and eyebrow filler if needed.
Occasions:
Tinted moisturiser, blush/bronzer, eye shadow.

Honestly, imo if you're not a makeup person (as you say) you're probably best of having someone who knows what she's doing help her out.
You can go to a makeup counter at Macy's.
Once you know what colors look good on her, there's a thread on between carpools about cheap good makeup.

Natural blush
Mascara
Soft lipstick or gloss
Does she want more than that? Ask her what she has in mind. Then you can help her better.

A first timer doesn't need that much. My dd loves Maybelline Rocket volume mascara, Neutrogena concealer (the one for blemishes), and any soft pink blush that looks nice (she switches around). She uses Honest Beaty tinted lipbalms (has a collection of most of the colors ) which are available at Target and some drugstores. She also has a few lipsticks by other brands that she picked by color. Also sephora's "house brand" is comparable in price to drugstore and really good quality. You can order online if there isn't a sephora near you. She (and I) use their eyeliner pencils and eyeshadow sticks. I wouldn't get bronzer or foundation for a newbie

When I was around that age
I had lipstick
Blush
Maybe mascara
Went to dept store and got Clinique (hypoallergenic I think, but not cheap)
If I had dd that age at this point when I wear more makeup
I'd get her
Lipstick
Blush
Mascara
Tinted cream/moisturizer (not heavy foundation)
Or powder foundation
I like the idea of trying things out with a makeup artist
You buy those colors and then if you want to buy drugstore stuff after, try to match the colors

Dd, who is helping me clean today has to run out so put on what she calls her two.minute makeup. Since I just read this thread I asked her what it is. It's Elf blush stick that she also lightly put on as lipstick, Maybelline mascara, and Neutrogena coverup/concealer. She looked polished and pretty.
I would say that for a beginner this is a perfect start and probably costs a total of $20.

Do you know if these are kosher lpesach?
When do you use bronzer and when do you use blush? Do you use it at the same time?

I don’t know about kosher lpesach status but you can look them up on rabbi blumenkrantzs app.
As far as blush and bronzer placement it’s hard to explain over typing but bronzer goes on the forehead, cheekbones- follow the line from top of your ear until halfway down the cheek. And then jawline.
Blush goes slightly higher on the face than that. Depends a lot on face shape. I would suggest getting someone to teach your daughter how to apply the makeup or look up a YouTube tutorial.
