My daughter in 10th grade really wants to get an iPhone instead of a flipphone so she can have a decent camera, but I don't want her to have anything besides talk and text. Does anyone know if this is possible, and what would be the best way to go about it?

You can get a regular phone and then use parental controls to shut everything but talk and text. And the camera, which it sounds like is part of it. You can always take it to TAG or the like and have them actually shut everything else down, but be aware that when they do that, it's not always reversible if you want to turn anything back on again at some point (Waze, Uber, etc).

there is something called a wisephone. I think it's basically a smartphone (not an iphone) that has been stripped of the operating system (android or whatever) and replaced with their proprietary operating system which is only talk, text, camera, and directions. You can look into it. Or, you can look into getting a kosher iphone from one of the jewish companies.
