If Bedbugs need a Blood meal in order to live, how do they survive in empty houses?

They can survive for a long time without eating, sometimes for well over a year.

They can survive many months without food. Also if there is food not too far (like an apartment sharing a wall), they can walk through tiny cracks, feed, and come back.

Big meal, slow metabolism. When they fill up, they consume six times their body weight. When they hide out, they don't move much.

I find it hard to believe that bedbugs can survive for many months or a year inside bedbug protectors, thats why they say not to open the protectors for a year.

You don't have to believe it, but G-d's universe is full of creatures with astonishing capabilities. Not all bedbugs will survive a year-long fast, just as not all healthy humans will live to be over 100, but some will. Open your mattress protectors at your own risk.
