Long story, DD is in Europe and having a hard time staying in touch. I want to send her a kosher phone (school rules) and a sim card she can just put in and use. I imagine I could order a kosher phone from Israel but having a hard time figuring out how to get a sim card. I understand that there is no roaming issues in EU but not sure how that actually plays out, do I need to activate it in a specific country? Use an EU credit card (I have a cousin in UK I guess I could ask if needed)? I'd also love to buy a virtual US number to call her on.
Any help/guidance is appreciated, google has just gotten me more confused. Thank you!

If she is in the UK, she can call RCUK - rose communications, who are v helpful and knowledgeable. They could advise and even sell her the required SIM.
Personally I don't use RCUK, but I know others have been very happy there

She is not in UK, in a different part of Europe. Can that still be done? Just buy a UK sim card?

I know that some kosher phones are like that, but I thought that others are not.

Like that has dual sim, so I imagine it works with other sim cards not just Israeli.
ETA it just has to not have internet, but talk and text are fine.

Kosher phones are a monopoly and in order. To have full control everyone needs to know based on your phone number if you have a kosher phone or not. So you cannot have any other Sim than an official kosher number Sim and you cannot transfer your number from kosher to no kosher etc.
Sounds like you just want a flip phone/dumb phone though. They are wayyyy cheaper than kosher phones since they aren't stamped through the vaad and aren't under the kosher monopoly.
Just buy any dump phone. The Samsung basic model is great.
