You're getting a much more luxurious trip for that price. I've been on trips that cost $10,000 and trips that cost $2500 for the same 2 weeks in Israel...very different experiences lol
I'm sure the trip is worth it for that price it may just be more than you need it to be

I don't know if it's normal or not. Just saying that if it's high season accomodation is more expensive etc.
If soft beverages and snacks are unlimited 24/7 as well as gourmet meals vs. snacks not included and simple food provided.

If it is $4500 for three weeks, that is $1500 per week which is about $220 per day. That seems to be fairly reasonable for an all expense paid tour - especially in what people are saying high season.
Hotel rooms aren't cheap and you aren't packing them into a dorm or hostel. Three meals a day - transportation - tour guides - admission - entertainment - it adds up quickly

$220 = ~800 shekels. OP was quoting daily cost in shekels.
When Israeli schools have overnight trips, say 3 day trip, it usually costs half of that for the whole trip. Perhaps it's subsidized by the education ministry, say it really costs twice as much, still it's for 3 days, and this is 800 shekels for 1 day. So to Israeli's this sounds very expensive.
