wow thats a hard one! what did he eat during the nine days till now?
How about potato blintzes, knishes, omelets, egg salad sandwiches, any kind of soup, salads. They may not be as fulling as fish or meat but what can you do

polenta with sauteed vegetables
roasted vegetables with rice

thinly slice potatoes, and dice however much of an onion you want. sautee/fry in a skillet with olive oil, salt and pepper. towards the end, when the potatoes are done, pour a few eggs over top and it scrambles into the mixture.
very inexpensive, hearty, and a nice balance with a side salad.
