Ignoring end-of-the-year bad behavior

There are always parents who at the end of the year ignore their child's bad behavior in school, planning on starting fresh next year with a new teacher, hoping things will be different.

They ignore the fact that their child hasnt done well all year in school, nor the year before for that matter. And the ones who have gone on whose parents have in mind for them to start fresh, still are not doing well.

The child learns that his behavior has no consequences, his parents will not hold him to task for what he does, and he is in charge of himself, free to do what he wants, defying any authority including his own parents.

I think its a terrible way to be mechanech a child.
and I keep seeing it happening. Crying
