There are a few things that could be the problem, but due to your child's young age, the doctors won't be able to do much (generally they wait until the child stops growing).
I would take the baby to an ears, nose and throat specialist for an exam. If it's the adenoids then they could operate and your child's breathing and overall health will be much better (my cousin had that with her youngest - a pale, skinny little thing until he had his adenoids removed - he's about 10 months old. Now his color is much healthier, he sleeps better because he can BREATHE!).
It may be other things, but an ENT will be able to tell diagnose the baby and give you all your options.
