There is a saying from Chazal: "Mishenichnas Av, memaatin b'simcha." When we enter the month of Av, we minimize joyousness. as known, we don't make weddings, give haircuts etc. etc.

Here is what the Minchas Elazar of Munkatch said on this Chazal:

mishenichnas Av, memaatin b'simcha: When we enter the month of Av, we minimize (the negativity and sadness) by being b'simcha! That is, that we should do things that are permissible that bring simcha, such as making a Siyyum on a maseches (tractate Gemara). It says pikudei Hashem yesharim...m'samchei lev. Learning Torah is guarantee for simcha.

A diametrically opposing view to many others. I remember in "All for the Boss" (great book) that the author describes the palpable atmosphere of gloom and doom during the 9 Days (the 3 Weeks?).

Before my oldest son was married, he used to make a siyum in the 9 days and we used to invite people who had a health reason to eat fleishigs. Some people who attended were those who wanted to attend a siyum but not eat the meat that we made available. I know that there is an inyon of attending but not eating the meat for the sake of pregnant wifes or other people in the family who need to eat meat.

Just to add, that memaatin b'simcha: we diminish the Galus, and bring the Geulah closer through this (permissible) type of simcha.
