Sefer Hayashor quotes in the name of the Ramban that the 9th hour of the 9th day of the 9th month is a special time for davening. Eliyahu Hanavi on Har HaCarmel was answered in the 9th hour. The holy sefer Bris Menucha which has a haskameh from the Ariza"l cites this inyen and mentions that the 9th hour of the 9th day of the 9th month is the channel of all shefa.

According to the Torah, Kislev is the 9th month from Nissan. Tonight is 9 Kislev. Tomorrow at the 9th hour is an inyan and eis rotzon to be mispallel for whatever one needs. There are many ways to calculate the 9th hour.

The following information is taken from a flyer distributed by the Kupas Hair, Bnei Brak:
The calculated time according to Sho’ois Zmaniyos of the 9th hour which is in accordance to all shittos including: the Levush, the Gr”o, the Baal Hatanya, the Mogon Avrohom, the Ramo, the Ben Ish Chai, the Pri Chodosh
and according to Sho’os Shovois (standard hours) which is in accordance to all shittos including:
tthe Mogein Avrohom, Reb Nachman of Brezlov, the Shev Yaakov, the Machtzis Hashekel, the Pri Megodim, Shaarei Tshuva, Eishel Avrohos is as follows:

According to Kupas Hair, for the exact time assuming in Bnei Brak (it does not mention if it’s all of Israel) it's only 13 minutes in Sho’os Shovos and according to Sho’os Zmaniyos it’s only 9 minutes.
13:43-13:52 (9 minutes) is COMMON to all shittos.

The EIS ROTZON consists of A FULL HOUR Sho’ois Zmaniyos or Sho’os Shovois. Every shitta has its own interpretation of this hour. The earliest time of the earliest shitta and the latest time of the latest shitta according to Kupas Hair in Bnei Brak (or maybe all of Israel) is:
12:54-14:47 (1 hour 53 minutes).

The calculation of Yerushalayim using this site: http://www.myzmanim.com:
13:39-13:52:29 (13 minutes 29 seconds) is COMMON to all shittos.

The EIS ROTZON consists of A FULL HOUR Sho’ois Zmaniyos or Sho’os Shovois. Every shitta has its own interpretation of this hour. The earliest time of the earliest shitta and the latest time of the latest shitta in Yerushalayim according to all shittos using the above site is:
12:52:20-14:45:26 (1 hour 53 minutes 6 seconds).

Several calculations. Here's a list of 8 shittos.

A) For SHO’OIS ZMANIYOS (daytime flexible hours):
1) From Netz to Shkiah
2) From Alos to Tzeis Hakochovim which has 4 different calculations:
...a) 72 min. before Netz until 72 min. after Shkiah
...b) 90 min. before Netz until 90 min. after Shkiah
...c) 72 min. before Netz until 13.5 min. after Shkiah
...d) 120 min. before Netz until 120 min. after Shkiah

B) For SHO’OS SHOVOIS (standard time that does not change winter and summer)
1) From Shkiah + 13.5 min.- 4 hours for 1 hour
2) From Chatzos +2 hours for 1 hour
3) From average Chatzos time of Nissan and Tishrei for 1 hour

Since this site: http://www.myzmanim.com does not have the time for B 3 for Sho'os Shovois, I did not calculate Sho'os Shovois at all and mentioned that it was only according to Sho’ois Zmaniyos. Actually, I should go back and recalculate it and include only the first 2 shittos of Sho'os Shovois. It’s a very simple calculation and would take no time but I don’t have the time now and will do it if I have time later bl”n.

Here are the steps that needs to be done for each shitta:
a) Calculate the elapsed time, e.g. (for A1) between Netz and Shkiah.
b) Divide it by daytime hours. In other words, divide it by 12 to know the amount of min. the hour consists of. (The hour in the winter cannot be 60 full minutes because there are no 12 hours in a day. In the summer, the hour is more than 60 minutes. This is what sho’oh z’maniyos, daytime flexible hours, means.)
c) Multiply it by 8 hours - the hour that is mesugal for prayer - from the end of the 8th hour to the end of the 9th.
d) Add it to the Netz or Alos.
e) Add the daytime hours calculated to know when the hour ends.

Do these steps for each of the 5 Sho’ois Zmaniyo shittos.

The Sho’os Shovois is very simple. You just need to add or subtract a few hours and the hour ends exactly an hour (60 min.) later.
