Jewish power consists of emunah, tefillah, eis rotzon, emunas tzaddikim. The Rebono Shel Olam listens to every individual tefillah, especially at a time of eis rotzon.

ואני תפלתי לך ה' עת רצון אלקים ברב חסדך ענני באמת ישעך - תהלים ס"ט י"ד

בעת רצון עניתיך - ישעי' מ"ט ח


Sefer Hayashor quotes in the name of the Ramban that the 9th hour of the 9th day of the 9th month is a special time for davening. Eliyahu Hanavi on Har HaCarmel was answered in the 9th hour. The holy sefer Bris Menucha which has an haskameh from the Arizal cites this inyan and mentions that the 9th hour of the 9th day of the 9th month is the channel for all shefa.

Sivan is the 9th month starting from Tishrei. So the 9th (Tes) day is Shabbos and the 9th hour of Shabbos is an inyan and eis rotzon to be mispallel for whatever one needs. The 9th hour may be a bit different in other parts of the world. There are many ways to calculate the 9th hour.

I think BSD was as clear as could be, but really short? Figure out based on where you live what the ninth (halachic) hour is for this upcoming Shabbos, and daven daven daven.

In short, the 9th day (tes) of the 9th month (which is Sivan or Kislev depending from where you start counting) and the 9th hour of the day is an eis rotzon to daven for whatever one needs. The 9th hour may be bit different in other cities and countries and not all gedolim are of the same opinion how it's calculated. (Some hold to start the calculation from Alos Hashachar, others by the Netz, etc.)

What about Rosh Chodesh Bentchen which is only done on Shabbos and has loads of personal bakoshos? And even if there are those who hold like this, as CM said, you're certainly allowed to say Tehillim. Actually, I think Boyaner chassidim (and maybe others) do not say Tehillim on Shabbos.

Someone asked the Belzer Rebbe shlit"a if Erev Rosh Chodesh Sivan falls on Shabbos, if the tefillah from the Shelah Hakodosh (which is said Erev Rosh Chodesh Sivan), may be said then? He answered that this tefillah should be said on Friday, on Shabbos, on Sunday and everyday.
