I took out a pack of frozen chicken this morning its was in a thick platic shopping bag and when I took it out the plastic aroud the chiken had a whole I wraped it in foil and put it on the counter to defrost would you cook and eat it or toss it

Are you talking from a health or kashrus perspective?

I'm not sure if I got what happened, but if the chicken wasn't properly sealed when you got it, I think it would be called bosor shenisaleim min hoayin and therefore a kashrus issue.

I'm no expert but I can't imagine why you'd have a health problem. At worst it would be a bit freezer burned but if it was in a bag, that shouldn't either be a prob. Am I missing something?
I guess you can call the board of health to be sure

You should never defrost chicken on the counter. In cold water or in the fridge only. That's more of a health concern than the hole in the bag.
