The Denver Vaad (Scroll K) says Hershey's cocoa is ok for Pesach w/o a special hechsher.
Yes, most kashrus agencies say Hershey's is okay without a Pesach hechsher. However, I find it is usually more expensive and not necessarily better quality than the heimish brands. Plus the kind of container it comes in makes it harder to measure.
