At what age should they be doing what?

I would like as many opinions as possible concerning an art center what mediums the teacher should supply how directed or not it is/should be?
And is it true that the process is more important at this age then the actual product. How guided should it be? We are looking at 3 yr olds.

Please also if you have a site or more info let me know.
I have been doing a few ways over the years, but now with a newbie teacher who is supposed to be giving guidelimes and is not even licensed (but has strong connections to the principal in the school) it is not good enuf, what we r doing.
Please let me know. Since b/4 we were 40% teacher work (I.e. cutting and writing what their stuff they made is and the rest kids. Please and Thanks
