This was also the baby gift, from the Finnish government, for the British Royal family.
I think it is a very cool idea, btw.

Before you all ohh and ahh over it, please realize that the personal income tax in Finland is over 50%! I would hope that all hard working citizens get something back!
(Ok, it is kind of cool, but I'd rather have low taxes and buy my own baby stuff...)

Obviously that is for the parents. The woman who posted these pictures (originally on Reddit) said that it's a nice reminder to new parents about family planning as well as encouraging parents to be intimate and still focus on each other even after the baby is born.
Remember, to pretty much EVERYONE but us Orthodox Jews, condoms are an incredibly common and widely used birth control. It is also a very effective form of birth control that is non-hormonal and does not require a doctor to administer or prescribe.

Another person posted in that thread about a similar maternity box that they give out in Chile if you have government health insurance: http://I.imgur.com/tyulq0F.jpg
It includes the crib/playpen too!

But I doubt that George sleeps in the box, as is at least rumored that many Finnish babies do.
Fun fact: bottles were removed in 2006, to promote breastfeeding.

The box is meant to act as a bassinet, you are correct! Although I also doubt that the royal baby slept in the box
You gotta admit, the box is pretty adorable!

Meh. Nothing less romantic and intimate than condoms. You really think people in relationships love them?
I got some products from the government. It's a nice idea, though I don't use many of them. I think OUAT they used to give formula but some people would sell it or something.
