I'd like to order it in size 6-8 for a girl who is on the short end. Do you think it looks knee length?

I don't either think so. I would say the ruffles would hit just a bit below the hips.

Bought 2 for my daughter - they are the perfect length on her, about an inch or 2 below her knees. She's tall so I sized up and they are great. Stores have all clearance on an extra 50% off so it may be worth checking your local location (although my store has sold out of them already).
