I guess because she has the option not to...dunno
I can't believe so many of you don't know about this practice...it's been going on for years and years, although some groceries stopped recently because of a supposed crackdown.

don't you have to sign the check and date it? this is done after the shopkeeper fills in the ammount.

I work in a grocery srote so I can tell you exactly how everything works.
first take all the things that are listed on the check, then the storeowner has to fill up the amount and then u can sign it. don't sign it before the amount was filled in
there is a problem now: the milk prices are higher now and the wic checks dont cover them so the stores are loosing money by accepting the checks. wic is now working on it and they are increasing the minimum amount.
